Witr is a right, so whoever wants it, let him recite witr with a rak'ah, and whoever wants it, let him recite witr with a rak'ah.

(Aisha) she said: It was the Messenger of Allah - Peace and blessing be upon him - who used to pray thirteen raka'ats at night, taking five cycles of witr from him, he did not sit down at all except at the end.
