It's not a famine/drought year that it doesn't rain, but a famine year is that you are given rain and given rain but the earth doesn't grow anything.

No people reduce their measure and scales unless they are punished with famine/drought, difficulty in living, and unjust rulers over them, and they do not prevent their zakat unless they will be prevented from raining from the sky. Had it not been for the livestock, they would not have been given rain.
