would be a man to whom Allah has given riches and appointed to give charity, the other
to whom Allah granted religious knowledge and acted upon it, instructing others." Let
me tell you that this city was a howling wilderness due to the famine and cruelty meted
out to the inhabitants by all government officials.
Law and order were not disturbed as long as you personally looked after the welfare of
the residents of Asfrain and Wamighan. The farmers disposed of their surplus grain and
cruel officials threatened the oppressed, in case they lodged a complaint with you
against them, but the moment you left these two cities, the security of people and their
property disappeared.
The farmers have again resorted to hoarding grain. If someone twists these fact and
misinterprets the actual situation to you, believe me, he is your enemy and not a friend.
Look after your subjects properly. Allah has given you knowledge so that by its light you
may not only worship Him, but also see yourself in your weakness and strength.
Each day look into your conscience and mend your faults; if you fail in this duty, you will
