If they know Allah, then inform them that Allah has made it obligatory for them to pray five times a day and night. If they have prayed, then inform them that Allah has made it obligatory for them to take zakat from their wealth and return it to the poor from them. If they obey it then take it from them and guard the good treasures of the people.

(Abu Huroiroh) he reported: When the Messenger of Allah (PBUH) died and Abu Bakr became caliph, and some of the Arab tribes refused to pay zakat, Abu Bakr fought them, Umar said to him: How do you fight those people while the Messenger of Allah said: I was ordered to fight people (i.e. disbelievers who fight Islam) until they say 'There is no god but Allah', whoever says it has protected his property and life/himself from me except for a right reason and the calculation of his deeds (reckoning) with Allah. Abubakar said: By Allah, I will fight those who separate between the obligations of prayer and zakat, because zakat is a property right. By Allah, if they had prevented from giving just one camel which they used to give to the Messenger of Allah, I would have fought him because of their reluctance to give it. Umar said: By Allah, nothing will happen unless Allah has opened Abu Bakr's heart, so I know that he is right.
