There are some verses that can be understood by both layman and scholar alike such
as the words of Allah relating to the hypocrites:
"When it is said to them, 'Do not corrupt in the land,' they reply, 'We are only reformers.'
But it is they who are the evildoers, though they do not sense it." 2:11-12
The preceding verse is very clear. It is not obscure.
Likewise, His words relating to believers:
"Prosperous are the believers who are humble in their prayers." 23:1-2

an expert in the science of Religion or an ordinary person.
